Tsunami warnings

I’m confused how it can be predicted after an earthquake 20 miles beneath the surface of Chile, that waves from the resulting tsunami will reach the Big Island of Hawaii 6700 miles away and this will occur at exactly 11:19am local time – but – Time Warner Cable needs to give me a 4-hour window when making an appointment and forgets to call when they’re running late.
